Eindhoven focuses strongly on exploring the opportunities that are offered by renovating its own building stock as the city is well aware of the need to set a positive example to other stakeholders and citizens in the city if it wishes to entice all them to cooperate towards achieving the energy neutrality ambitions.

Eindhoven is a municipality and a city located in the province of North Brabant in the south of the Netherlands, originally at the confluence of the Dommel and Gender streams. The Gender was dammed short of the city centre in the 1950s but the Dommel still runs through the city. The city had 218,559 inhabitants (November 2012) and 261,082 if adjacent Veldhoven is included, making it the fifth-largest city of the Netherlands and the largest of North Brabant.

Eindhoven intends to become fully energy neutral by 2035-2045. This has been set out in its Climate Strategy. Eindhoven has also signed the EUROCITIES Green Digital Chapter, which commits the city to undertake further action on the crossroad between ICT and Energy efficiency.

Also in the context of the recently adopted Brainport 2020 Strategy, a triple helix strategy involving the public, knowledge and private sectors, which sets out the economic and innovation policy direction for the 2020 horizon for the greater Eindhoven region, innovative procurement policies feature prominently as key instruments for the city to achieve its energy ambitions. With the landing of two co-locations in the city in the context of the European Institute for Innovation and Technology, one on ICT and one on energy technology, the city and its Brainport development agency have committed themselves strongly to become an innovative test bed for the innovations expected to emanate from these hot beds of research and innovation.
